Angela Carabaș is an economist specialized in finance and public policy. A graduate from the Academy of Economic Studies, Faculty of International Economics and Business, she attended several courses at the IMF Joint Vienna Institute on economic policy issues and obtained her master degree in public policy from the National Graduate Institute for Policy Studies (GRIPS) in 2006, Young Leaders Program (YLP), with a scholarship from the Japanese Government. She is an alumni of the 2018 session of the Cycle des Hautes Etudes Européennes (CHEE), an executive course in European studies, at Ecole Nationale d’Administration (ENA) France. During her work in the Ministry of Public Finance, Angela has changed her responsibilities from advising on specific financial and economic issues to managing the complex activities of the public debt department. She represented the country, including as alternate Board member with the European Investment Bank. Currently she is head of unit in the International Financial Relations General Directorate, dealing with international financial institutions (IFI) and EU affairs, in particular regarding IFI overall strategies in the country, advisory activities and financial instruments. Angela is fluent in English and French, and intermediate in Italian and Spanish.

Angela Carabaș is a fellow of the first edition of the Aspen Public Service Leadership Program, organized between 2018 and 2019.
