
Gheorghe Guțu

Gheorghe Guțu was born in the village of Fetești, Edineț district, Republic of Moldova. He completed his general education in his hometown between 1986 and 1997. From 1997 to 2000, he studied Law at the Republican College of Informatics in Chișinău.
Between 2000 and 2004, he pursued undergraduate studies in Public Law at the Faculty of Law, Moldova State University, and continued with a master’s program in Private Law at the same university in 2004–2005.
Since 2005, he has been a university lecturer at the Faculty of International Relations, Political and Administrative Sciences, specializing in Public Administration.
From 2010 to 2012, he enrolled in the master’s program in European Administrative Studies at the National University of Political Studies and Public Administration (SNSPA) in Bucharest, Romania. In 2012, he received a doctoral scholarship at SNSPA, and in 2015, he earned a PhD in Administrative Sciences.
Between 2016 and 2018, he served as Head of the Secretariat for the Justice Sector Reform Strategy 2012–2016. From 2018 to 2021, he worked as a senior consultant in the Policy Department for Research and Innovation within the Ministry of Education, Culture and Research.
Since February 2021, he has been working in the Legal Directorate of the Presidential Administration of the Republic of Moldova, where he has held various leadership roles, including Head of Section, Deputy Director, and Director.
