Since September 2020, Roxana Hainagiu has been serving as a Personal Advisor to the Presidential Advisor for Health within the Presidential Administration of Romania’s Department of Public Health. Her responsibilities include managing portfolios related to European affairs and international relations in relation to health, and public health policies. She is also the Head of the International Relations Department of the National Order of Nurses and Midwives and was recently appointed Executive Officer at the South Eastern European Regional Development Centre for Nurses and Midwives.

Ms. Hainagiu has over 15 years of experience at the Ministry of Health, where she began as an advisor for European affairs in 2007. She advanced to roles including advisor to the secretary of state, minister advisor, and honorary minister advisor.

In 2015, she served on the National Health Insurance Executive Board as appointed representative of the Ministry of Health.  Since 2020, Ms. Hainagiu has also been working closely with the MP George Tuță in the Chamber of Deputies.

In 2021, she began consulting as a communication expert with the South-Eastern Europe Health Network, which promotes peace, reconciliation, and health in the region.

Education and Training: Ms. Hainagiu’s educational background includes international relations, diplomacy, European studies, law, policies, and public management. She holds Master’s degrees in International and Community Law and European Public Administration. Her additional training includes the Oxford Executive Leadership Programme at Saïd Business School, University of Oxford (March-May 2024), participation in the Aspen Custom Socrates Healthcare Programme (2022 and 2023), various diplomacy courses, and Harvard X courses focused on health and leadership.
