Sofia Gabriela Stoican is a Partner in the Government and Public Sector Consulting team at EY Romania, with over 20 years of experience in EU policies, programs, and digital transformation. She specializes in managing and evaluating EU-funded programs, policy impact assessments, and designing management and control systems for public institutions.

Before joining EY in 2007, Sofia worked at the Ministry of Economy and Finance as a Monitoring Expert for the Authority for the Coordination of Structural Instruments. Throughout her career, she has advised national public administrations, the European Commission, and the European Investment Bank on projects spanning public procurement, transport infrastructure, waste management, labor market and social services, and healthcare.

Her work includes developing e-Government tools in Romania, conducting socio-economic studies on healthcare costs, auditing public hospital performance, and assessing the impact of social services on vulnerable groups. She has also guided national authorities in strengthening internal control systems and strategies for infrastructure projects.

Sofia holds degrees in Audit and Management from the Bucharest University of Economic Studies and is a Certified Internal Auditor, Government Audit Specialist, and PRINCE2 Practitioner.
