
Otilia Ciobanu

Otilia is working for the European Commission in the Directorate-General for Regional and Urban Policy (DG REGIO).
She deals with the use of the European Regional Development Fund in the EU Member States for the inclusion of marginalized groups (such as Roma, people with a migrant background, persons with disabilities) and fostering their equal access to mainstream non-segregated services in education, employment, housing, health and social care.
Otilia moved to Brussels driven by her conviction to contribute to the development and potential of the European project and its values of equality, non-discrimination and rule of law.
Previously she studied her Master’s degrees in European law and in International law at Utrecht University, and her Bachelor’s in social sciences at University College Utrecht in the Netherlands.
She is passionate about topics such as poverty reduction, human rights and equal opportunities. She also enjoys volunteering, in particular in support of marginalized groups.
