
Otilia Ioana Anghel

Otilia Ioana Anghel is a passionate and experienced Public Affairs professional with over 9 years of expertise in both public and private sectors. She currently serves as Oncology Policy Manager at MSD Romania, where she leads policy development and strategic stakeholder engagement initiatives to support access to innovation and better outcomes for cancer patients.
Otilia has a strong track record in government administration, having held roles such as Foreign Trade Consultant, Legal Advisor on social dialogue and transparency, and Expert in Protocol and International Affairs. She later transitioned to the private sector, where she continued to advocate for impactful public policies, including in her previous role as Senior Public Affairs Expert within the Oil and Gas Employers’ Federation.
Her key areas of expertise include political and strategic communication, legislative monitoring and risk assessment, public consultation, and cross-sector collaboration. She is known for her ability to navigate complex regulatory environments and foster meaningful partnerships across public authorities, the private sector, and civil society.
Otilia holds a Bachelor’s degree in Law from the University of Bucharest and a Master’s degree in International Relations and Organizations from the “Alexandru Ioan Cuza” Police Academy in Bucharest. She is an Aspen Young Leaders 2019 Fellow, deeply committed to contributing to policies that promote resilience, equity, and long-term health system sustainability.
