Ioana Bădescu
Fellow 2025
Ioana Bădescu is Deputy Director General at Romania’s Ministry of Energy.
At the age of 20, she imagined the world could change if she simply wished for it. By 30, she believed the world would change if she talked to others about changing it. At 40, she understood that the world only changes if you change it yourself.
Throughout her professional career, which began in 2007 and continues to this day in the field of public administration, she has gained substantial experience in shaping administrative mechanisms applicable at both central and local institutional levels. She has done so by developing and implementing processes and procedures aimed at ensuring these institutions operate effectively.
Fascinated by the field of European funds, she has invested in study and training to become a competent and efficient professional in this area. Over time, she has acquired skills in team management, strategic analysis, effective communication, problem-solving, and more.
With experience gained at the Ministry of Investments and European Projects, the Bucharest City Hall, and the Ministry of Energy, she has focused on expanding her knowledge and abilities regarding the integrated system of European funds—both from the perspective of the funding authority and as a final beneficiary of these funds.
She values the belief that the evolution toward a healthy society cannot occur without human involvement, backed by appropriate financial resources, all integrated into a functional strategic plan that ensures a neutral and balanced framework for addressing the critical and high-impact challenges facing society.
