
Leonid Antonenko

Leonid Antonenko is a public policy executive student at the London School of Economics, an accomplished entrepreneur, and an active investor in real estate and securities. With over two decades of experience across government, law, and business, he combines deep legal expertise with a passion for public policy.
From 2020 to 2023, he served as the First Deputy Chairman of the State Property Fund of Ukraine, where he led major legislative reforms in the area of public-private partnerships and launched orenda.gov.ua, a national digital leasing platform. Prior to that, as Chairman of the Kyiv City Council’s Municipal Property Committee (2015–2020), he spearheaded a comprehensive overhaul of city property legislation and introduced vlascom.kyivcity.gov.ua to ensure transparent public engagement.
He also held key roles in the financial sector, including Director of Licensing at the National Bank of Ukraine, where he reformed rules governing access to financial markets and introduced transparency rules for beneficial ownership of financial firms. Earlier legal experience includes senior positions at leading Ukrainian law firms, with a focus on M&A, corporate, and financial law.
Leonid holds an LLM in EU Law from the University of Reading (UK) and a Specialist in Law degree (with honors) from Odessa National Academy of Law. Though admitted to a PhD program in Philosophy of Science in 2001, he chose to pursue a dynamic professional path. Since 2023, he has co-owned and operated hospitality businesses in Kyiv and Warsaw and run a humanitarian project in Kyiv providing shelter to hundreds of internally displaced people fleeing areas of Ukraine most affected by war reflecting his continued commitment to innovation, leadership, and impact.
