As technological transformation accelerates and cyber threats become increasingly complex, digital security has emerged as a cornerstone of economic competitiveness. Romania stands out at the European level for its recognized expertise in cybersecurity, a strategic advantage that can be transformed into a regional driver of innovation, trust, and resilience.

Against this backdrop, the Aspen Institute Romania, in partnership with the National Cybersecurity Directorate (DNSC) and under the aegis of the Aspen Technology & Society Program and the AI Initiative, organized the roundtable “Technology, Competitiveness, and Security: How Romania Can Leverage Its Cyber Advantage”, held on the margins of the 2025 Bucharest Cybersecurity Conference.

The discussion brought together senior policymakers, private sector leaders, and international experts to explore how Romania can build on its strong cybersecurity ecosystem to strengthen its regional role in digital innovation and resilience. The agenda focused on cybersecurity as a foundation of trust and investment in AI infrastructure, data centers, and digital services; the integration of emerging technologies such as generative AI, automation, and blockchain into broader strategies for security and competitiveness; and Romania’s potential contribution to shaping European and transatlantic cybersecurity policies.

The debate emphasized the importance of public–private partnerships in building secure and resilient digital infrastructure, as well as the need for forward-looking, evidence-based regulation that can balance innovation with security imperatives. Participants also discussed the implementation of the NIS2 Directive and its implications for the telecom sector, highlighting the role of networks as strategic assets essential to Romania’s sustainable growth.

Held under the Chatham House Rule, this closed-door session provided a platform for an open and constructive exchange among policymakers, technology leaders, and experts across sectors.
