
Bogdan Țopan
AYLP Fellow 2025
Bogdan Țopan is a Romanian career diplomat with the Ministry of Foreign Affairs of Romania and a scholar in the field of International Security. Previously, he worked in the field of European affairs and policy-making with the World Bank, the Government of Romania and NATO.
As a researcher in the field of security studies, he spent the 2024-2025 Academic Year as a Fulbright Researcher and Fellow of the Center for International Security and Cooperation (CISAC) at Stanford University, as a part of his double degree PhD programme at the University of Paris 1 – Panthéon-Sorbonne and the University of Bucharest. A Sciences Po Paris alumnus, he holds a Master’s degree in International Security from the Paris School of International Affairs (PSIA) and a Bachelor’s degree from the Collège Universitaire de Sciences Po. He currently serves as co-president of the Romanian chapter of the Sciences Po Alumni Association.
Bogdan is particularly interested in the future of security, particularly in the role of emerging technologies in shaping inter-state dynamics. He is a strong advocate for bridging the gap between theory and practice in international security, driven by the conviction that maintaining an edge in an interconnected world requires the development of flexible, evidence-informed policies.
