Ion was born on October 28, 1977, in Moldova, into a respected family of public servants. His father was a renowned maxillofacial surgeon and academic leader. His mother served as the Head of State Treasury and Deputy Minister of finance. Ion graduated with highest honors from the Academy of Economic Studies of Moldova in 1999, earning dual diplomas in Economics and as an Interpreter. For over two decades, his career has focused on Moldova’s economic development and business environment. Since October 2016, he is the Head of Secretariat of the Economic Council to the PM.

This role involves spearheading strategic policy facilitation and dialogue between public and private sectors. Ion provides operational leadership for the EC Secretariat and manages stakeholder communications. Previously, he served as Senior State Chancellor advising the PM on business climate policy and as Head of Cabinet for the Deputy PM and Minister of Economy. He also led Directorates General focused on business climate and competitiveness. A pragmatic reformer, Ion pioneered Regulatory Impact Assessment in Moldova and later led major reforms to improve investment conditions, modernize institutions, and streamline regulatory processes and governance.

He has chaired or served on boards of over twenty state-owned enterprises in energy, transport, and infrastructure. Recognized for deep expertise in Moldova’s business environment and regulatory framework, Ion is known for analytical skills, creative problem-solving, and a results-driven mindset. He manages dedicated teams, directs complex multi-stakeholder projects. He is fluent in Romanian, English, and Russian.
