Liliana Popescu is Director General of the Romanian Diplomatic Institute and university professor at SNSPA Bucharest, where she supervises doctoral work in the field of political science. She holds a doctorate (Ph.D.) in political theory from the University of Manchester, UK (1996). She was advisor to the Minister of Foreign Affairs, director (Directorate of Political Planning, 1998 – 1999) within the MFA, and vice-rector of SNSPA (2012 – 2022).

Her publications include the books: Construction of the European Union (Bucharest: Ed.C.H.Beck, 2009); Individual Freedom and Political Manipulation (Bucharest: Politeia-SNSPA, 2003). Liliana Popescu is co-founder of the English-language journal The Romanian Journal of Society and Politics. She was ambassador of Foreign Policy Romania and moderator of the Young Leaders Program of Aspen Institute Romania.

Liliana Popescu has studied for the last 20 years the Eastern neighborhood of the European Union, the post-Soviet space and has published articles on Russia, Ukraine, and the Republic of Moldova. The last profile article published concerns the Russia-China partnership (RJEA, December 2021). Liliana Popescu has a history of pioneering and involvement in the field of civic campaigns in support of women’s rights and minority groups in society, being awarded the title of Knowledge Ambassador by the Romanian Diversity Chamber of Commerce (2023).
