Luca Ciubotaru is a legal professional working as an Advisor in the Department of Legislative and Constitutional Affairs of the Romanian President’s Office since 2017. He holds a Bachelor’s degree of law and a Master’s Degree in International Relations and European Integration, with a study scholarship in France. At present, he is a PhD student in the field of human rights and constitutional law and teaching assistant in constitutional law and political institutions at the Faculty of Law, University of Bucharest. His research focus is on human rights, rule of law, public policies related to good governance and integrity, electoral systems and political institutions.

He studied community organizing at Harvard Kennedy School and benefited from a U.S. State Department Fellowship in the same area in 2019. As trainer, coach or community organizer, he has more than 13 years of experience in the Romanian civil society sector, founding and leading several non-profit organizations in the youth or civic sector, promoting civic engagement, local good governance and being involved as well in humanitarian relief efforts.

He is currently leading Civic Rădăuți Association, a local civic grassroots organization, supporting the development of the civil society in North-Eastern Romania, his home region.
