
Olesea Luchian

Olesea Luchian is a specialist with a diverse academic background and extensive experience in public administration and human resources management. She graduated from the Faculty of Engineering and Management at the “Gheorghe Asachi” Technical University of Iași and holds a master’s degree in Psychology from Moldova State University, where she also began her doctoral studies.
Her professional career in the public sector began at the National Bureau of Statistics, where she worked as a principal consultant from 2009 to 2012. From 2012 to 2015, she served as a principal consultant at the People’s Advocate Office, focusing on human resource management. She later advanced to become Head of the Human Resources Service, a position she held until 2017.
Between 2017 and 2024, she worked as a principal consultant at the State Chancellery, and since 2024, she has been leading the Directorate of Central Public Administration within the same institution. She is recognized for her expertise in public administration reform and human resources management and completed a trainer certification course in 2020. Olesea Luchian is fluent in French and has an intermediate level of English.
