59 years old, after graduating in Law at the University of Bologna, in 1990 he won the public competition for Police Commissioner; in addition to the 2nd level Master, obtained at the “La Sapienza” University of Rome, in “Security, Joint Force Coordination and International Cooperation”, he attended Specialization Courses in the field of fight against drug trafficking, of investigations on criminal organizations and investigations regarding serial killers’ crimes.
At the end of the Training Course in Rome, in September 1991, he was assigned to the Trento Police Headquarters, where he first headed the “General Prevention and Public Rescue Office”; in May 1992 he was appointed Head of the Criminal Investigations Department (“Squadra Mobile”) of the Province of Trento, a position he would hold until his departure from Trento in July 1999; in the same period he was member of the “Provincial Committee for the Prevention of Drug Addiction and Alcoholism”.
Transferred to Rome to the Central Directorate of the CRIMINALPOL and, therefore, to “N.C.B. INTERPOL ROME”, in August 1999 he was sent to Bucharest (Romania), at the Embassy of Italy, to hold the position of Representative of Italy at the Southeast European Law Enforcement Center (S.E.L.E.C. – an international organization aimed at coordinating, in the South East European Countries, the initiatives against international organized crime and terrorist organizations) and as Liaison Officer of the Italian Ministry of the Interior for Romania, Ukraine and the Republic of Moldova.
Promoted, in 2007, at the rank of Colonel of the Italian State Police, he was appointed Director of the Regional Operational Coordination Office for Eastern Europe, Russian Federation and Lebanon of the Italian Ministry of the Interior, based in Bucharest.
From 2010 to 2013, in Guatemala, El Salvador, Nicaragua and Honduras, the Italian Ministries of the Interior and Foreign Affairs, the S.I.C.A. (Sistema de la Integración Centro Americana) and the B.C.I.E. (Banco Centroamericano de Integración Economica) entrusted him with the task of Coordinator of Projects in the field of contrasting international organized crime and corruption, of Specialization Courses for Magistrates and Managers of the Police Forces and of promotion of the rule of law in the Countries of Central America.
Following the request of the Government of Romania to the Italian Government, in March 2014 he was appointed Advisor to the Romanian Prime Minister for international legal matters, also maintaining the positions already held.
Promoted at the rank of General (Questore) of the Italian State Police, from October 2016 to June 2017 he attended the Interforce Higher Training Course in Rome.
In December 2010, on the proposal of the Italian Prime Minister, he was appointed Knight (“Cavaliere”) of the Order of “Merit of the Italian Republic” by the President of the Republic.
In December 2019, on the proposal of the Italian Prime Minister, he was appointed Commander (“Commendatore”) of the Order of “Merit of the Italian Republic” by the President of the Republic.
Since 1 September 2018 he has been the “Provincial Authority of Public Security” (Questore) of the Province of Mantova.
He took part in Programs and Commissions of the O.N.U., of the O.S.C.E., of the European Union, of the O.L.A.F. and of the International Law Enforcement Academy (I.L.E.A.) of the F.B.I. of the United States of America; he collaborates with Italian and European Universities as Lecturer and Speaker in Academic Courses, Masters, Seminars and International Conferences; Member of the “ASPEN INSTITUTE ROMANIA” since 2007, he collaborates with Italian and foreign Geopolitical publications, in particular with “LIMES – Italian Geopolitics Review“, for which he has written various articles and essays.
