Suzana Elena Cătuț is a Public Manager within the Ministry of Investments and European Projects, serving in the Directorate-General for Programming and System Coordination, Programme Evaluation Unit. Her work focuses on the evaluation and monitoring of programmes, as well as on the implementation of simplification measures, particularly through simplified cost options and financing not linked to costs. In this capacity, she coordinates the National Network on Simplified Cost Options.

Suzana holds a bachelor’s degree in Administrative Sciences from the Bucharest University of Economic Studies, a Master’s degree in Public Policy and Management from the University of Glasgow, and a PhD in Economics, with a focus on globalization and sustainable development, from the Bucharest University of Economic Studies.

Combining five years of experience in the private sector with more than fifteen years in public administration, she has held both coordination and management positions throughout her career. She has been directly involved in the implementation of Cohesion Policy programmes supporting economic competitiveness, as well as in the development of Romania’s National Recovery and Resilience Plan (NRRP).

Her expertise covers the full lifecycle of European-funded programmes and projects, from design and implementation—including financial management—to dialogue with the European Commission and ex-post evaluation. She is also actively involved in several expert networks at the EU Member State level, contributing particularly to discussions on simplification, evaluation, and performance indicators.
