Tor Martin Møller is Deputy Head of Mission at the Royal Norwegian Embassy in Bucharest since August 2025, after working in the Ukraine Unit in the Ministry of Foreign Affairs (2024-2025). He joined the MFA in 2004 with bilateral postings in Sofia (2007-2009), Riga (2009-2010) and Vilnius (2023-2024). He also served two rounds with multilateral work at the Royal Norwegian Embassy in Vienna where he covered the UN organizations (2010-2013) as well as the CTBTO and IAEA during Norway’s last period on the Board of Governors (2019-2021).  In the MFA, Møller has worked in positions related to security policy, OSCE and NATO, as well as a desk officer for Syria and Iran.  Appointed as Deputy Director in the MFA, he served as Head of Unit for Project Cooperation in Russia and Eurasia (2017-2019). While on leave from the MFA (2014-2016), he was a Senior Adviser in The Norwegian national advisory group against organized IUU-fishing in the Ministry of Trade, Industry and Fisheries.

Tor Martin Møller holds a PhD in philosophy and a law degree from the University of Oslo. During his studies he was a Fulbright visiting student for one year at Princeton University and received a variety of scholarships to study in Germany, Greece, Poland and Romania.
