Tudor Constantinescu is Principal Adviser to the Director General for Energy in the European
Commission. He works on energy priorities and initiatives, notably related to hydrogen,
energy storage and structural funds. Previously, he held different positions including founding
executive director of the Buildings Performance Institute Europe and president of the
Romanian Agency for Energy Conservation. Previously he led the energy efficiency activities
of the Energy Charter.
He has degrees in economics and engineering as well as a PhD on regulatory economics in the
energy sector.
