Security, Defense Industry and Innovation Base Program
A strategic platform allowing government-industry-strategic community to contribute to the development of Romania's defense industry and its integration into European and international ecosystems, based on an integrated vision of national security and defence.

The Security, Defense Industry and Innovation Base Program is a broad and coherent initiative, dedicated to the modernization of the defense industry, the development of the national industrial base in a constantly changing geopolitical and security context. Designed in the triad of government – industry – strategic community, the program creates a unique framework for dialog, expertise and collaboration, bringing together decision-makers, industry leaders, investors, experts and relevant organizations from Romania and Europe.
Through its format, the program offers partners the opportunity to connect directly with key actors of the defense ecosystem, to contribute to the definition of strategic directions and to participate in applied discussions on financing mechanisms, technological innovation and critical infrastructure development. In 2026, the program will include:
Bucharest
• Round Table “Romania’s Defense Industry Connected to the Eastern Flank” – A practical discussion on the integration of Romanian industry into the industrial and security architecture of the Eastern Flank, with a focus on regional cooperation, industrial complementarity and access to European and national funding.
• Round Table “Innovation and Technologization in the Defense Industry” – An applied dialogue on technological transformation, digitalization, research and development and integration of private companies in innovation chains in the defense sector.
• Round Table “Critical Infrastructure Development” – A session dedicated to the role of critical infrastructure in national and regional resilience, but also in the modernization of the country’s defense, with a focus on logistics, energy, transport and communications, as well as on the investments necessary for their modernization.
Brussels
• Strategic Discussion within the European Strategy Group – A platform for dialogue at European level, bringing together EU institutions and decision-makers, industry and experts, to discuss the development directions of the European industrial base and Romania’s role, potential and opportunities in this ecosystem.
Global
• Public and limited access discussions at the Bucharest Forum – A moment of global visibility, which brings together political leaders, international experts and industry representatives to analyze geopolitical trends and prospects for European, transatlantic and global cooperation. In parallel, a discreet, by-invitation-only event, allowing for an honest, applied and concrete discussion of immediate and long-term measures and opportunities between decision-makers and industry.
• Defense and Security Leadership Program – An initiative dedicated to training a generation of leaders, from the government-industry-strategic community triad, prepared to successfully manage the complexity of the defense and security sector in the current geopolitical context, with topics such as risk management, strategic innovation, financing of industrial projects and international cooperation.
• Aspen Dialogues – Defense – Intimate, discreet and highly substantive conversations with relevant Romanian, European and global actors in the field of defense and security, as well as in connected fields – cybersecurity, dual use, critical infrastructures, among others.
