Monica Georgeta Coșeru is a graduate of the Young Professional Scheme project, with a  bachelor degree in Accounting and Management Informatics at The Academy of Economic  Studies in Bucharest and a second one in General Biology at The University of Bucharest. She  earned her postgraduate degree at the University of Glasgow, Scotland, in Public Policy and  Management.  

Monica Georgeta Coșeru is a public manager in the Department of European Funded Projects  within the National Agency of Civil Servants since 2011, actively contributing to the  implementation of projects financed from available operational programs. The implemented  projects benefited from financing from various national operational programs such as the  Operational Program for Administrative Capacity, the Increasing Economic Competitiveness  Sectoral Operational Program (2007-2013), Technical Assistance Operational Program  (programming stage 2007-2013 and 2014-2020). 

Monica Georgeta Coșeru assiduously, participated in the implementation of the projects by  successfully fulfilling the attributions designated by the administrative acts issued as project  manager, project assistant manager and financial expert within various implementation  teams, from 2011 to the present day.  

She was nominated to be a part of three internal working groups created for the  implementation of: an efficient management system certified ISO 9001:2015, an anti corruption (anti-bribery) management system certified ISO 37001:2016 and a CAF type self assessment system (Common self-assessment framework for the functioning of public  institutions – Common Assessment Framework). 

She has brought her contribution when drawing and elaborating the funding application for  creating the “Transparency and competence in the public sector” project (code SIPOCA 870)  as a member of the internal working group – a strategic project aiming at reforming the HR  management within Romanian public administration. 

During her participation in the working groups, she has gained experience and expertise on  the practicalities of carrying out an efficient planning of activities and continuous evaluation  for creating the necessary premises to improve individual and group activity. She has  efficiently contributed to the implementation of new developed monitoring instruments by  transposing them into working procedures.  

Therefore, her academic background, lifelong learning training, together with the achieved  expertise in public administration place Monica Georgeta Coșeru as a suitable participant for this program and an asset for the teams in which she is nominated.

She is a fellow of the third edition of the Aspen Public Service Leadership Program, Spring Cohort 2021.
