Following the 2025 Aspen Healthcare & Quality of Life Policy and Leadership Seminar “Reimagining Healthcare: Structural and Paradigm Shifts for a Resilient Future”, the participants co-authored the editorial paper Building Health System Resilience in Romania: A Consensus on Policy Priorities. The seminar took place on April 10-12, under the aegis of the Aspen Healthcare & Quality of Life Program.

The paper consolidates their collective analysis of the structural and systemic challenges facing Romania’s healthcare system and brings together policy perspectives developed through expert dialogue across the health sector. It examines key priorities for strengthening health system resilience, including financing and governance arrangements, hospital organization and accountability, digital transformation and data governance, as well as the role of innovation and clinical research.

The publication aims to contribute to ongoing policy debates by outlining the institutional and strategic shifts required to support a more sustainable, patient-centered, and resilient healthcare system.
