Andrei was born in the city of Vălenii de Munte, Prahova in 1984. He graduated high school classes at the local National College “Nicolae Iorga” in 2003 and he obtained his Bachelor degree in Political Sciences in 2007 at the Babeș-Bolyai University, Cluj-Napoca. World history and philosophy have been his passions since he has learned to read and this is how his interest in politics and public administration has been born. Being involved in public service since 2011, brought him useful experience in team working and the interaction with the problems people encounter at local level. Now serving as a member of the Romanian Parliament, in the Chamber of Deputies, grants him the opportunity to actively participate in public policy shaping. Nevertheless, he learns something from everyone he meets and tries to never lose an opportunity of improving his academic knowledge.

Andrei is a fellow of the first edition of the Aspen Public Service Leadership Program, organized between 2018 and 2019.
