
Liviu Voinea

Liviu Voinea has been Senior Advisor to the Executive Director and member of the Executive Board of the International Monetary Fund since August 2019, representing Romania to the IMF.
Prior to that, he was Deputy Governor of the National Bank of Romania for 5 years (October 2014 – August 2019), responsible for financial stability, macroeconomic forecasting, banking resolution and international relations. He was also Budget Minister, responsible for budget and public debt, and represented Romania to the ECOFIN Council (December 2012 – August 2014); in his mandate Romania exited the excessive deficit procedure, met the structural deficit target, and returned to investment grade.
Liviu Voinea is professor of economics at the Bucharest University of Economic Studies. He has a Master of Science degree from Stockholm University, a Ph.D. in economics, and he worked as post-doctoral researcher for the European Commission’s Joint Research Center in Seville, Spain. Liviu Voinea received the Romanian Academy Award in Economic Sciences in 2007. He published articles in Journal of International Money and Finance, Review of International Political Economy, Economics of Transition, IMF Working Papers. His latest book, “Defensive Expectations. Reinventing the Phillips Curve as a Policy Mix” (Palgrave Macmillan, 2021) offers an alternative perspective on consumption, saving and inflation in the aftermath of an economic crisis.
