Before his appointment to the current position, Sabuhi worked in different positions in the President Administration Office: as a leading adviser in Department of Public and Political Issues (2014 – 2019), as a leading specialist in the Department of Political Analysis and information provision of President Administration Office (2011 – 2014). In addition to his main work, he is working as a part-time lecturer at the Academy of Public Administration under the President of the Republic of Azerbaijan and leading a course on Strategic Management, Career Management and Public Service Motivation.

His experience in the public sector is not only limited to the work at the Presidential Office and Ministry; he had been a civil society activist since the year of 2005. His experience in the civil society organizations, as an active youth worker, allowed him to lead a number of youth projects and taking youth led positions in different youth organizations and movements. During this time, he had realized many successful local and international projects in the frame of the European Youth Policy with the support of the Council of Europe and European Commission.

Sabuhi Rzayev obtained his bachelor degree in Management from Public Administration Academy under the President of the Republic of Azerbaijan in 2005-2009. He holds an MSc degree in Public Policy and Public Administration from the University of York, UK where he studied during 2009-2011. He has also travelled in more than 40 countries of the world and participated in more than 50 international conferences, seminars, trainings and fellowship programs.

Sabuhi Rzayev is an alumnus of Professional Fellows Program sponsored by the Bureau of Educational and Cultural Affairs of the US Department of State. In spring 2016, in the frame of PFP programme he had a chance to work for 4 weeks at The Department of Youth Engagement & Employment in Boston City Mayor’s Office. He is also an alumnus of Intensive Programme in European Law and Economics of 2018 cohort of Riga Graduate School of Law.
