This white paper presents the key findings of the 2025 Aspen Technology & Society Program, synthesizing insights from a series of high-level workshops, expert roundtables and policy dialogues held throughout the year. It examines Romania’s digital competitiveness in a rapidly changing European and global context, the societal implications of emerging technologies, and the role of public–private cooperation in advancing innovation and inclusion. The white paper outlines the structural challenges facing Romania’s digital transformation and highlights the Program’s core message for 2025–2030: the need for coordinated governance, strategic investment, and inclusive digital policies as foundations for competitiveness, social cohesion and long-term resilience.
