Cybersecurity in a Digital Europe: Implementing NIS2 in the Energy Sector

On June 2, 2025, Aspen Institute Romania, through its Brussels Office & European Hub and in partnership with the European Center for Economic Security, Technology and Resilience (EESTR) and the Aspen Energy & Sustainability Program, organized a high-level roundtable titled Cybersecurity in a Digital Europe: Implementing NIS2 in the Energy Sector. The event, supported by the Romanian Energy Center (CRE), was held in Brussels and brought together policymakers, regulatory authorities, cybersecurity experts, and industry leaders from across Europe and Romania.
As the NIS2 Directive ushers in more stringent cybersecurity obligations for operators of essential services, the energy sector, comprising electricity, gas, oil, and renewables, faces growing pressure to align with these requirements. The roundtable addressed the urgency of harmonized implementation, highlighting gaps in national transposition legislation, including Romania’s, and emphasizing the need to build both technical and institutional capacity. Participants explored how to leverage EU funds and regional cooperation mechanisms to reinforce cyber resilience in the context of Europe’s green and digital transitions.
This timely event fostered dialogue on how cybersecurity should be treated not only as a compliance requirement but also as a strategic investment into the future of secure, sustainable energy infrastructure.
The discussion was held under Chatham House rules and featured keynote remarks and an interactive moderated conversation. The working language was English, and participation was by invitation only.
