The White Paper is based on the discussions of the 2019 Program activities and was prepared for Aspen Institute Romania by Clara Volintiru and George Stefan of the Bucharest University of Economic Studies (ASE). It contains public policy recommendations to the relevant decision-makers, including the Local Business Environment Index for Romania 2019, LBEI – an updated version of the 2018 version.
